LOS ANGELES COUNTY REGIONAL CENTER - LACRC

CanAm Enterprises, LLC prepared and submitted an application to have Los Angeles County California designated as a regional center under the U.S. immigrant investor program for projects relating to the motion picture and television industry.

On March 24, 2008, the regional center was formally designated by the United States Citizenship and Immigration Services (USCIS) to participate in the Immigrant Investor Pilot Program under Section 203(b)(5) of the Immigration and Nationality Act.

ADVANTAGES OF THE LACRC

A potential immigrant investor seeking an EB5 investor visa has certain advantages by applying through a regional center such as the Los Angeles County Regional Center. For instance, if an immigrant investor were to apply for an EB5 investor visa independently, he or she would likely have to invest a minimum of US$1,000,000; however, if he or she applies through the Los Angeles County Regional Center, the minimum investment is only US$500,000 because the investment would be located in an approved target employment area.

Moreover, the Los Angeles County Regional Center pools multiple investors together in one project, which means the project itself will be larger and financially more stable than one individual investing in a project alone. The limited partnerships will vary in size, from those with only 4 investors to those with over 100 investors.

All Los Angeles County Regional Center projects will be located in Los Angeles County California and will expressly target investments in the motion picture and television industry.

During the lifetime of the investment, the Los Angeles County Regional Center remains in communication with each immigrant investor. All investors in the Los Angeles County Regional Center receive periodic reports regarding the status of the investment, job creation data, the motion picture and television economy, and other relevant project information.

Please see our Investment section to learn more about the Los Angeles County Regional Center's investment procedures, our existing limited partnership projects, and our current projects available for potential investors.

JOB CREATION THROUGH LACRC

All job creation through the Los Angeles County Regional Center projects will be indirect jobs based on spending and using the U.S. Department of Commerce’s Bureau of Economic Analysis issued by RIMS II final-demand employment multipliers. This job creation methodology has been approved by USCIS in the Los Angeles County Regional Center’s designation.

Please see below for an example using the RIMS II multipliers to determine indirect job calculations.

  • The NK Film Studio Project will make total expenditures of $38 million in the Motion picture and video industries (RIMS II reference 512100) in Los Angeles, California.
  • The project will be financed by a $20 million Los Angeles County Regional Center investment loan and the studio’s own equity.
  • The total employment effect of the project is calculated by multiplying the initial change in spending of $38 million by the multiplier in Reference 512100 in the final- demand multiplier table, or 16.2555 indirect jobs for each $1 million spent: 16.2555 x $38 million = 617.709 or 617 jobs. This is the total number of indirect jobs created in the economic area as a result of the expenditures by the NK Film Studio Project.
  • Allocation of these 617 jobs between the 40 investors comprising the $20 million Los Angeles County Regional Center investment loan would be approximately 15-16 jobs per investor.
